Knowledge as a public good: co-constructed and open source.



Summary : Knowledge should be a public good again: transparent and accessible for all stakeholders (public authorities, civil society, the wider citizenry, enterprises, and the scientific community itself). In case of applied knowledge, it should moreover result from co-creative processes, allowing various stakeholders to introduce their perspectives, interests, norms and values and their specialist--'expert' or 'lay'--knowledge. (The latter implies that 'experts' do not neglect or overlook 'lay' knowledge and that they recognize its particular value.)

Goal : Goal 1: Applied science and research is performed in the service of the public good.


Targets and Indicators:
  • Applied science and research agenda's are publicly defined: they are the result of democratic processes, allowing all stakeholders to contribute to the definition and to a prioritization of agenda's or projects to be (publicly) funded.
  • Structural solutions are implemented to free R&D activities from short term economic/financial (growth) imperatives

Goal : Goal 2: Initiatives to transfer technology and knowledge become obsolete since appropriate knowledge is co-constructed by relevant stakeholders and, hence, demand for particular technology and knowledge already exists before it is supplied.

Targets and Indicators: Budgets are not any longer spent to technology and knowledge transfer, but to dialogue initiatives to make sure that all relevant stakeholders become involved and can effectively contribute to the construction of knowledge and technology.
