Proposal : CIVIL SOCIETY DEMANDS FOR THE POST-2015 DEVELOPMENT AGENDA: Synthesis of Post 2015 National Deliberations in 11 African Countries


Summary :  Since September 2012, Beyond 2015, the Global Call to Action Against Poverty (GCAP) and the International Forum of National NGO Platforms (IFP) have been convening national, regional, and community civil society deliberations in 39 countries in Europe, Latin America, Africa, and Asia to emerge a common position around the post-2015 agenda and voice key concerns and recommendations. This report synthesizes the outcomes of national deliberations in 11 African countries: Benin, DRC, Ethiopia, Kenya, Liberia, Mali, Morocco, Nigeria, Senegal, Uganda and Zambia.

Goal :  Good Governance and human rights

Targets and Indicators: ? Build functional systems and structures that guarantee stability and transparency in all countries
? Foster a fair legal environment that ensures the respect and promotion of human rights of all people. Africa is a highly volatile region –threats, intimidation and arrests are happening in many countries. People should be given the freedom to participate freely in the democratic processes, and make independent judgments and decisions
? Ensure that political leaders at all levels are accountable to their citizens, and to each other, if they do not respect the commitments they have assumed under the post-2015 framework
? Strengthen and build strong institutions and law enforcement agencies to tackle the menace of corruption and impunity
? Be inclusive (especially of marginalised groups including women, youth, persons with disabilities, and others ) to ensure better living conditions for populations
? Strengthen the democratic participation of people in integrating the fight against violence and the fight against gender discrimination

Goal : Environmental Sustainability, Natural Resource Management and Building Resilience to Tackle the Impact of Climate Change and its Effects on Livelihoods

Targets and Indicators:  ? Provide standards which will ensure better management of the earth’s limited resources for sustainable use
? Include mechanisms for mitigating the impact of climate change, especially disasters and shocks
? Focus should be on building resilience for sustainable livelihoods
? Strengthen environmental protection and adaptation to climate change, by (amongst others) protecting forest diversity and water

Goal : Sustainable inclusive growth, energy, infrastructure development and job creation

Targets and Indicators:  ? Focus on increasing power generation capacity, expanding telecom services, human resources and technological development, developing the capacity of local private sector, and enhancing local revenue generation capacity

Goal :  Economic and social inequality

Targets and Indicators:  ? Ensure that growth reaches all sections of the society equitably through a fair system of distribution of resources
? Promote the rights and full inclusion of persons with disabilities, the aged, young people, girls and other socially excluded people
? Improve women’s access to economic and productive resources and their participation in political decision making
? Improve access of children with disability to accessible quality education
? Ensure that young people have access to equal opportunities to enable them maximise their potential

Goal : Accessible quality basic social services- Education, Healthcare, Water and Sanitation

Targets and Indicators:  ? Set targets which ensure that more girls progress in school, complete their education and obtain appropriate skills
? Tackle inequality in education systems, recognizing that in Africa, girls, persons with disabilities, orphans and vulnerable children experience challenges in accessing education services
? Improve the health of those living with HIV/AIDS, though up scaling access to antiretroviral therapy(ART) services, especially in the rural areas
? Ensure support and care for the orphans and vulnerable children affected by the HIV / AIDS
? Address the cause of lack of access to safe drinking water by building infrastructure at the grassroots level
? Ensure access to free healthcare, at least for children and mothers
? Ensure that vulnerable people such as the disabled, the elderly, widows, orphans, child beggars, women with multiple births, have access to safety net systems and social security interventions

Targets and Indicators:  Regulate the trade in arms (i.e., the Arms Trade Treaty and other related instruments promoting peace, security and stability)

Goal :  Eradicate extreme poverty and hunger

Targets and Indicators:  ? Improve food security and nutrition by focusing on increasing production and productivity
? Support farming communities, the poor and the vulnerable to go into small holder farming
? Encourage commercialization of agriculture – through ensuring the availability of modern farm equipment and tax free farm inputs
? Ensure that extension services are provided free of charge
? Ensure that farmers have easy access to information, especially on the marketability of their products
? Focus on improving infrastructure, such as roads and electricity
